Should I contact Jeanne Malloy directly?

400Mhz still works for quite a lot of computer needs,
as my 300Mhz laptop still does many things fairly
well.  I know a number of low-income folks still
struggling along at 100Mhz who would be happy for a
quadruple increase in processor speed.

May I ask why you stay away from HP?  HP supports
Linux with most of its printers, especially low-end
printers, so "staying away from HP" is going to
dramatically shorten your list of Linux-supported
printers.

One thing I really like about HP is that the print
heads are on the ink cartridges and thus replaced
every time you change an ink cartridge.
