I have time Warner, has anyone been able to run a webserver using them or is there another company DSL/Cable that is cheaper/better.

Yes, and yes.
Everest only exists in areas where there is competing coverage, they are cheaper, and their connections have less noise. TW/RR has badly degraded customer service, intermittents will not be fixed.
Both allow you to run a home webserver as long as traffic doesn't disrupt local service.
Comcast sucks, they filter.

I use TW, and frequently of not constantly max out my connection. This includes torrents, http, https, ssh, http proxy, socks proxy, vmware, and ftp and I have never heard a complaint from TW, and downtime in my area hasn't happened in three years. 10mbps down and 1mbps up isn't that bad either.
KCLUG meetings are held on the first Wednesday and third Tuesday of each month. The meetings start at 5:30 pm, and usually run until 8:45. There is no membership or attendance charge.

Some people think it's an obsession with irrelevance, and some go so far as to say it's rude, but we all know how important it is to use the right language when communicating with a computer. I think it's also important we do so when communicating with one another, and when "communicating" with ourselves, a/k/a "thinking".
Humor has to have some element of truth/reality to be really funny. Think of the GEICO commercial with the caveman and his therapist: "So simple even a therapist could do it.", and the therapist starting to explain why it wouldn't be funny, before the caveman interrupts to show how insulting that is. This meta-joke, however, IS funny, because Political Correctness is obviously very real.
I can't find a way to make this alleged "joke" meta-funny, much less funny in its own right. Especially when it wasn't funny the last time.

But, if you don't use IIS then what web server would you use in Windows? I mean isn't that the industry standard for web servers? After all it is, easy to use, robust and reliable, isn't it?

Hehe, man this is good stuff.
The part that, I believe anyhow, was meant to be funny by the original 'jokester' was that a "Linux Users Group" website was running on Windows and by that would inherit the known issues of IIS and therefore be unstable - quite the contrary to nearly any Linux + Apache installation.
It could also be a poke towards the LUG regarding the time when the kclug.org DNS got borked and the kclug.org site would not resolve properly and hence would not get served to requesting clients, this made the appearance that the webserver was "down" and immediately, this group being full of smart ass geeks, the root of the failure was attributed to many illogical (presumably humorous) possible culprits.
Either that or he is an idiot, I am not sure.
