I've used DSL from Telocity and then DirectTV when they bought them. Switched to SBC when DirectTV pulled out of DSL. I'm now on AT&T's DSL since they bought SBC. They have a $25 a month service at 3M download. I've been running a personal web server on all of them without problems. Note: AT&T (SBC) will block port 25 unless you tell them to stop it.

Comcast has recently been found killing P2P traffic.
