Official response from the DVD people

Dear Mr. Beason,

The DVD Format/Logo License is for Manufacturers of DVD Products that use the DVD Specifications and the DVD Logo (when applicable) to manufacture DVD products. The end users do not need a License from us to use pre-manufactured DVD Products.
